    That certainly exacerbated the issue, but really it started with flooding the market with illicit oxy prescriptions, then going the complete opposite direction and not giving prescriptions to those who need it. That coupled with the fact that for a while fentalogs were pseudo legal equalled a huge influx of cheap opioids. Once consumers got used to fentanyl there was no point in using more expensive albeit safer opiates like Heroin.
