My fear is that’s the plan all along. The tariffs created such a mess that it is nearly impossible to even follow the law and pay exactly as much is required.
It’s possible that the idea is the businesses will get exemptions for cooperating with the government.
Maybe if Amazon gave our Non Corrupt President just a COUPLE MORE TENS OF MILLIONS OF DOLLARS in “donations” then they can get an Exemption?
