The US is the only country I know of that gives a shit about copyright laws. In Europe you might get an email from your ISP of they see you pirate, but its sent from bullshit company contracted from the US. You can just ignore them.
The only place I know of where you can’t openly buy pirated movies from street vendors is the US. Its normal in most of the world.
I think you’re mostly right but it could potentially price out some people who prefer to watch movies legitimately but are familiar with piracy. It’s really not that hard to pirate after all. You can basically just Google it.
