Administrators implement those password restrictions to prevent security breaches.
I’d rather have the tighter security if it keeps my credit card safe.
I will put the bold claim out there that if companies like banks salt your password and lock you out after 4 attempts you don’t really need that much in the way of end user password complexity. The only practical attack at that point is denial of service.

I mean, this is definitely a shower thought, so kudos. But, any method of improving passwords is better than the nothing effort most people would use otherwise.
I don’t know that it signals the downfall of an organization, but i do agree that it’s BS. Johnny hacker isn’t guessing my password because it doesn’t have a symbol; he’s buying it from a breach and i could have just continued to use Assword and had the same level of security.
