Access Encrypted Win 11 Laptop of Deceased?

My brother-in-law passed away a few months ago and we recently found his laptop.

My wife and I would really like to check it for personal documents/photos before a format and giving to our kids.

It’s Windows 11, asking for a pin and linked to an MS account.

I’ve already tried booting Ubuntu from USB but it’s encrypted.

I’m assuming I need to contact MS Australia to get access, but the Google results are pretty all over place.

Would really love some guidance from the community.
