I think Hinchcliffe made a simple mistake: he thought “How can I crack a joke about a part of the USA, that is not a state, doesn’t have federal voting rights and is full of despicable assholes?” But the racism kicked in at the last moment and he went “Puerto Rico!” instead of DC
