Not too surprising. I would expect consoles to reflect the same player ratio. I really wanted to love Starfield but I never felt that ‘magic’ like I did with Skyrim and Fallout. There was a dude who encapsulated my feelings towards Skyrim perfectly:

I could just stop and soak in the ambiance for so long. I am 13 years older and maybe that’s part of it but I never felt that draw with Starfield.
That’s how I felt about skyrim after playing oblivion for so long, I just couldn’t stick with it long enough to beat it until years later after sinking in a ton of time on fallout 4 I finally went back to do the main quest
I must have sunk over a thousand hours into Skyrim over the years, and I think I’ve finished the main quest line exactly once and that was after already after a year or two of playing. Same with Oblivion too
