I did.
I took “foreign agents” to mean Russians traveling abroad. It didn’t occur to me people are still idiotic enough to vacation in Russia.
Good luck to them trying to prevent the use of their language by non-Russians anywhere in the world.
They’ll use this as a pretext to arrest Russians in Russia if they belong to groups Russia considers “foreign actors”. They already use extremist laws to arrest and control various religious minorities. This will be another weapon in their toolbox of oppression of their own citizens
