    Is rumored that the Target self check cameras show you the most unflattering image of yourself so that you will want to avoid stealing and getting that photo on the news.

    Mobile phones constantly reveal the location to the cell towers. There is no need for an app. This is just mind games.

    Google can predict traffic jams because they know the location of everybody. Nobody cares about tracking as long as they can ignore it. The app makes ignoring difficult.

      The app most definitely isn’t also going to collect significant portions of data as state sponsored malware…

      Apps can make you perform a self “check-in” to make sure you actually have your phone with you.

      They could randomly send a ping to your phone and require you to scan your face within X amount of time after of getting that alert. If you don’t check in, they might send someone to do a “wellness check” on you (so you don’t get the idea of sneaking into a protest or something.)

      Like check-ins with a probation officer.

      I know, this is supposed to be for foreigners so you probably wouldn’t dare to protest anyways, I mean, it’s not even your country. But I think they are beta testing this app on foreigners with the goal of eventually enforcing this on Russian citizens on their watchlist, essentially keep them somewhat free so they are useful as a productive worker while keeping tabs on them to prevent any act of dissent.

      With the “check-ins”, they can restrict the times when you can leave your home, and how long, and which areas you are allowed to go.

      To counter erroneous GPS data, they could even instruct you to start recording yourself in order to use your surroundings to verify your true location. (btw Google Maps has a feature that can detect where you are by using your phone camera)

      Your choice is to comply with this, what is effectively house arrest, or face real prison.

      Of course, this is just my speculation, only time will tell if they would go this far.
