No. The recharging ring does not give a recharging buff, but modifies the passive recharge rate of artifacts and wands.
Recharging buffs directly charge items outside of their standard charging method, for example footwear of nature charge by stepping on grass. A ring of recharging will give more charge for trampling grass, but no charge for sitting and waiting. Artifact charging buff directly adds charge even if just waiting.
Unfortunately no it doesn’t. Currently the talent only works with the wand recharging and artifact recharging buffs specifically. Ring of energy is only for wands, artifacts, and hero armor abilities currently.
